In general, I would go for a web host that provides good speed and has good technical support.

I have seen issues happening to users hosting their sites with European 'free' hosting services.
Free hosting seems to come with limitations. I selected a hosting service that guarantee ssd storage and high speed connectivity. And I'm not using it as a professionnal but only for self training purposes.

Also keep the fingers off of the so called 'Web-Baukästen', integrated HomePageBuilders. For affordable 50 bucks a year one could really pick a decent independent provider.

I can't understand why came to me this old post ... anyway in mt counrty we have a cheap hosting. It's called Aruba and the basic costs about 25-30 euros/year. Price can go up if you add other resources. I know they make services around the world... https://www.aruba.it/en/home.aspx

In today world shared hosting providers may provide you hosting with low price but speed and limitations are major concern.
I will suggest to opt for vps or cloud server., they are cheap easy to manage and really fast enough to perform all your needed task without limitations.
